To live in the same town where the university is will be the better situation for both of you. It will be much cheaper for you to let the teenager go to a university and at the same time good for the kid, because you will be near when he or she needs you.
The younger kids have their own priorities and they have to be convinced by using other reasons. Contrary to the teenagers who love to explore new things, younger children feel more secure to stick to the usual and do not change the habits. They will probably be very sad about their playground and room. Ask for their opinion and arrange the new room as similar to the old one as it is possible. No matter what designer plans you had you have to leave them for the well being of your precious one.
As for the playgrounds, London will give you both great choices to pick from. There are so many nice entertainment centers and playgrounds, that you younger kid will soon forget the old place, make many new friends and live happy in the new neighborhood.
